The Panhandle and North Florida are genuinely different from the peninsula in ways that matter to pavement, and treating them as "Florida" leads to specifications that do not suit the ground.
Clay instead of sand
Much of North Florida sits on clay rather than the sandy soils that dominate the peninsula. Clay behaves in the opposite way: it holds water rather than draining it, and it expands and contracts with moisture content.
That movement stresses pavement from below. Drainage becomes even more important than it is elsewhere in the state, because water that would drain away through sand sits in clay and stays there.
On sand you are managing bearing capacity. On clay you are managing movement, and they need different answers.
Real winters, relatively speaking
North Florida gets genuine cold snaps and occasional freezes. That introduces thermal cycling and, where water has got into cracks, a limited amount of freeze-thaw damage that Central and South Florida largely do not see.
The practical consequence: crack sealing before winter matters more here than it does further south, and thermal cracking is a more common finding.
Hurricane exposure
The Panhandle has taken major storms in recent years, and storm damage to pavement is mostly about water and debris — saturated base, scoured edges, and heavy equipment tracking across surfaces during cleanup. Post-storm assessment should look at the base and the edges rather than only at what is visible on top.
